The Ukrainian government has initiated an investigation into the recent surge in fuel prices at gas stations across the country. Authorities are examining potential violations that could result in significant penalties for gas station operators.
In early March 2026, a sharp increase in retail prices for A-95 gasoline and diesel fuel was observed among most gas station networks. In response, the Antimonopoly Committee of Ukraine (AMCU) requested explanations, calculations, and documentation from fuel operators to justify the price hikes.
Initial analyses indicate that several objective factors are influencing fuel prices, including:
- international market conditions
- a sudden increase in demand
- reduced supply
- taxation
- logistical challenges
- currency fluctuations
However, the AMCU noted that the presence of these factors does not rule out the possibility of collusion among market participants.
Consequently, on March 9, the committee officially launched proceedings based on signs of anti-competitive agreements. The specific gas station networks under investigation are currently being identified as more information is gathered.
If violations of competition law are confirmed, the companies involved could face severe sanctions. The law allows for fines of up to 10% of a network’s revenue from the previous fiscal year. Additionally, the AMCU may issue mandatory recommendations for the companies to consider.
On March 16, the government held a meeting with fuel market operators, as reported by Prime Minister Yuliya Svyrydenko. She stated that representatives from major gas station networks provided updates on fuel reserves and planned foreign supplies for April. Currently, the market is adequately supplied, and demand is beginning to stabilize.
Simultaneously, Svyrydenko instructed the AMCU and the State Consumer Service to continue monitoring fuel prices in Ukraine and to take action if any violations are detected.
