The European Union has enacted new sanctions against nine Russian military officials implicated in war crimes committed in Bucha during 2022. This decision underscores the EU’s ongoing commitment to hold accountable those responsible for human rights violations in the context of the ongoing conflict in Ukraine.
Among those sanctioned is Colonel General Alexander Chaiko, who held the position of commander of the Eastern Military District at the onset of the full-scale invasion. He was the principal Russian military leader in the region when forces entered Bucha.
Other high-ranking military officials on the sanctions list commanded troops in various locations, including:
- Bucha;
- Hostomel;
- Irpin;
- Borodyanka.
Investigations have revealed that under the command of these individuals, Russian troops were responsible for mass killings of hundreds of civilians, including brutal executions. Their units were also implicated in acts of torture, looting, and other severe crimes.
One of the individuals listed is also accountable for the illegal adoption of a child deported to Russia from the occupied areas of the Donetsk region.
The sanctions entail several measures against the nine officials:
- Freezing of all assets within EU member states;
- Prohibition on entry into the EU or transit through its territory;
- Ban on EU citizens and companies from providing any financial resources to these individuals.
As of early 2026, Ukrainian law enforcement has identified and issued suspicions against 211 individuals connected to the killings, torture, and unlawful detentions of civilians in the Bucha district. Ongoing investigations are based on eyewitness testimonies, forensic evidence, satellite imagery, and open-source intelligence data.
