Ukraine Launches Food Banking System to Combat Food Waste and Aid Vulnerable Populations

The memorandum was signed on March 11, 2026, by Taras Vysotsky, Deputy Minister of Economy, and Dmytro Shkrabatovskyi, Chairman of the Ukrainian Food Banking Federation. Vysotsky emphasized that the initiative is focused on ensuring that consumable food reaches those who require assistance.

The agreement lays the groundwork for collaborative efforts in several areas:

  • Enhancing food security;
  • Supporting vulnerable populations;
  • Reducing food waste.

The parties involved have committed to:

  • Developing the food banking system;
  • Preparing legislative amendments to facilitate the donation of consumable food;
  • Implementing successful approaches already in use in European countries.

According to the Ministry of Economy, the need for humanitarian assistance in Ukraine is significant, with 12.7 million individuals affected as of 2025. This includes over 4.59 million internally displaced persons, along with many individuals with disabilities and low-income pensioners.

Given these circumstances, the establishment of a food banking system is viewed as a practical necessity rather than an optional initiative. The system is designed to ensure that food that is still safe for consumption is redirected to those in need instead of being wasted.

The operational framework consists of:

  • Producers and retailers directing surplus food to food banks;
  • Food banks collecting, sorting, and distributing food packages.

This model has been successfully implemented in various European and American contexts, effectively reducing food waste, assisting those in need, and fostering collaboration among the government, businesses, and civil society.

Key to the successful launch of food banks in Ukraine will be the preparation of legislative changes that establish clear guidelines regarding:
