New Fuel Cashback Program Favors Larger Vehicles, Economists Warn

A new government initiative in Ukraine, known as the “Fuel Cashback” program, is set to provide financial compensation to vehicle owners, but it appears to disproportionately benefit those with larger cars. Economists have raised concerns that this approach may not adequately support those most affected by rising fuel prices.

According to Yaroslav Zhalilo, an economist and deputy director of the National Institute for Strategic Studies, the program is not designed with social equity in mind. He noted that owners of larger vehicles will receive greater compensation compared to those with smaller cars. “This means that those who suffer more from the rising fuel costs will receive less compensation,” Zhalilo stated during a recent appearance on Kyiv24.

The program, which is scheduled to begin on May 1, will offer citizens a cashback ranging from 5% to 15% of fuel costs, depending on the type of fuel used—gas, gasoline, or diesel. This announcement has sparked significant public outcry, with many questioning the fairness of the compensation structure.

Government spokesperson Ivan Palchevsky confirmed that the cashback program will have a cap, allowing individuals to receive no more than 1,000 hryvnias per month. This limitation aims to control the financial impact of the program on the national budget.

The initiative aims to support domestic fuel producers, but critics argue that it may fail to address the needs of lower-income drivers who rely on smaller, more fuel-efficient vehicles.
