U.S. Senators Propose Resolution to Limit Presidential Military Action Against Cuba

Democratic senators in the United States have introduced a resolution aimed at restricting President Donald Trump’s ability to use military force against Cuba without prior Congressional approval.

A group of influential senators, including Tim Kaine, Ruben Gallego, and Adam Schiff, are advocating for measures that would require the immediate withdrawal of American troops from any military actions against Cuba initiated without legislative consent.

These senators argue that failing to curb the Trump administration’s military powers could lead to another global conflict.

Senator Tim Kaine emphasized that the U.S. Constitution clearly assigns the power to declare war to Congress. He expressed concern that the Trump administration acts as if it can unilaterally initiate military operations not just against Cuba, but also in Venezuela and Iran, without accountability to the public.

“The Constitution grants Congress the authority to declare war,” Kaine stated.

Tensions surrounding Cuba have escalated following Trump’s remarks this week. During a press conference in Florida, he suggested the possibility of a so-called “friendly takeover” of the island.

The President indicated that Secretary of State Marco Rubio is in discussions with Cuban leadership, and more aggressive actions could be considered after the situation with Iran is resolved.

Rubio previously informed senators that the U.S. administration desires a change in leadership in Cuba, although he denied intentions of direct provocation.

This is not the first instance of Democrats using military authority resolutions as a means of political pressure. While the Republican majority often blocks such initiatives, they serve as a platform for sharp criticism of Trump’s foreign policy.

A vote on the “Cuba resolution” is anticipated by the end of March 2026.

Additionally, next week, senators plan to vote on similar resolutions concerning military action in Iran. The opposition’s primary demand is for open hearings where the administration must clearly outline its strategy regarding new military conflicts.
