Ukraine Establishes Digital Military Register to Streamline Services for Soldiers

The Ukrainian government has approved a new framework for a State Register of Military Personnel, aimed at creating a comprehensive digital database for military service members. This initiative, announced by the Ministry of Defense, seeks to enhance the efficiency of military documentation and improve access to social services.

The register will serve as the foundation for an electronic military accounting document, facilitating quicker access to social guarantees and digital services. Soldiers will particularly benefit from services available through the newly launched app, Army+.

On August 2, 2024, President Volodymyr Zelensky announced plans for innovative solutions aimed at reducing bureaucracy for military units. He indicated that these developments would soon be revealed to the public.

The Army+ app was launched on August 8, 2024, with promises of additional features in future updates to assist military personnel in fulfilling their social and communication needs. These features will include training courses and secure chat options for soldiers.

By October 24, 2024, the app introduced an online training service for Ukrainian military personnel, offering courses in areas such as general training, field conditions, and drone systems. On the same day, five types of reports were made available in digital format for submission to commanders, equating to their paper counterparts.

On December 18, 2024, a new feature was added to Army+, allowing soldiers to submit reports for returning to service after unauthorized absence.

By December 24, 2024, the app launched a nationwide support program called “Pluses,” designed to provide various benefits to military personnel through collaboration with businesses.

On May 6, 2025, five additional report types were introduced, focusing on essential documents, leave requests, and returns to service.

By June 3, 2025, the app included five more report types related to document acquisition, payments, and leave.

On June 20, 2025, a new feature was implemented for multi-signature reports, allowing commanders to process multiple reports simultaneously. This enhancement enables unit leaders to handle dozens of reports from subordinates more efficiently.

On July 7, 2025, six new electronic reports were added, covering topics such as discharge after captivity and distance learning during service.
