Ukraine’s Digital Services Portal ‘Diia’ Set for Major Upgrades

Valeria Koval, Deputy Minister of Digital Transformation, announced three significant updates to Ukraine’s digital services portal, ‘Diia.’ These enhancements will include simplified employee booking, automatic tax refunds, and a map of internet providers to assist during blackouts.

Koval detailed these developments in a column for ‘RBK-Ukraine.’ The updates aim to improve user experience and streamline various processes for citizens and businesses.

Streamlined Employee Booking

The Ministry of Digital Transformation will focus on simplifying the extension of existing employee booking statuses. Companies with a critical status, confirmed by the relevant ministry, will be able to maintain their booking without cancellation. Through ‘Diia,’ authorized personnel can submit requests for group employee bookings with just a few clicks, provided they are listed for military booking by the appropriate government body and hold valid bookings.

Tax Services and Income Declaration Automation

Koval mentioned that the fiscal sector is evolving alongside business services. Soon, ‘Diia’ will introduce the service for filing personal income and property tax declarations. The goal is to simplify the often complex accounting process into a straightforward series of steps. The system will automatically pull available data from state registers regarding income, property, and taxes paid, reducing the likelihood of errors during submission.

This service is particularly relevant for citizens declaring additional income, such as rental income, asset sales, or foreign dividends. A key feature will be an easier mechanism for claiming tax deductions, allowing Ukrainians who pay personal income tax to reclaim a portion of their expenses related to education, mortgage interest, pension contributions, or charitable donations.

Launch of Provider Map

Koval emphasized the importance of internet energy independence for business operations and education amid potential power outages. To address this, a ‘Map of Providers’ will be launched, offering accessible and current information on internet availability and quality.

This project will roll out in phases. Initially, providers will input data about locations where they offer internet access via xPON technology and can connect new subscribers. They will also indicate how long they can guarantee uninterrupted internet service.

The Ukrainian government urges operators to report accurately, ensuring that data reflects the network’s actual capacity to function for over 72 hours without power, rather than just promotional claims. In the second phase, this information will be made available to all users of the mobile app, allowing them to locate addresses on the map and see which providers offer stable internet service in those areas.

Users will also be able to visit providers’ websites to initiate connection requests and compare information from different providers regarding connection points and service continuity during outages. Koval added that a ‘public feedback’ system will be implemented, enabling users to report any discrepancies in providers’ claims about their service reliability directly within ‘Diia,’ making the feedback publicly accessible.

At the end of January, the Ministry of Digital Transformation announced that the European Union allocated 10 million euros to support the development of digital services in Ukraine and their integration with European standards.
