Ukrainian Security Official Detained on Corruption Charges

The High Anti-Corruption Court in Ukraine has ordered the detention of Volodymyr Kompanichenko, head of the Security Service of Ukraine (SBU) in the Zhytomyr region, on suspicion of corruption related to the construction of aircraft shelters. The court has set a 60-day detention period, with an option for bail exceeding 6.9 million hryvnias.

Kompanichenko has not commented on the allegations, and his legal representatives have also declined to provide statements.

On February 25, Prosecutor General Ruslan Kravchenko announced that a logistics commander of the Ukrainian Air Force and the head of the SBU in one region were implicated in corrupt practices during the construction of these shelters. Both officials were subsequently detained.

In May 2025, approximately 1.4 billion hryvnias were allocated for the construction of modular arch structures. According to the Prosecutor General, inspections by the SBU’s Military Counterintelligence Department uncovered significant violations: the projects did not meet safety standards, the structures failed to provide adequate protection for aviation, and the costs were substantially inflated. Despite these findings, advance payments were initiated under the contracts.

The Office of the Prosecutor General alleges that to conceal the misappropriation of budget funds and halt the investigations, the logistics commander solicited the SBU regional head to facilitate bribery of military counterintelligence leadership. The SBU official reportedly agreed and acted as a ‘guarantor’ of the arrangement, personally involving one of the contractors in the scheme.

Following these developments, the Ukrainian Air Force announced the initiation of an internal investigation. The SBU has not publicly commented on the ongoing case.
