OpenAI has taken action to block accounts associated with the Russian propaganda network known as “Rybar” within its ChatGPT platform. This move is part of an operation dubbed “Fish Feed,” aimed at curbing the dissemination of misinformation.
The network was reportedly generating messages and comments for social media posts under the Rybar name, as well as producing content that appeared to originate from various global locations. Additionally, they utilized a tool named Sora to develop plans for information-psychological operations (IPSO) and video content.
In a statement, OpenAI confirmed, “We have blocked several ChatGPT accounts linked to the Russian network Rybar. These accounts were translating and generating content that was posted on Rybar’s social media accounts, and they also functioned as a ‘content farm’ for a broader network of accounts on X and Telegram, which had no obvious connection to the Rybar group.”
The blocked users communicated primarily in Russian, but the content they created was available in multiple languages, including Spanish and English. The propaganda materials praised Russia and its allies, such as Belarus, while criticizing Ukraine and Western nations.
OpenAI also noted that one of the blocked accounts attempted to create an IPSO aimed at interfering in the political landscape and elections in Africa. Reports indicate that the Russian operatives were engaged in establishing a network of agents and planning large-scale events and protests targeting countries such as the Democratic Republic of the Congo, Cameroon, Burundi, and Madagascar.
The budget allocated for the propaganda operations in Africa was approximately $600,000. The report further recalls that two years ago, the United States offered a reward of up to $10 million for information regarding the Rybar network.
