North Korean leader Kim Jong-un has announced plans to enhance the country’s nuclear capabilities over the next five years, while also indicating a willingness to improve relations with the United States under certain conditions.
During a recent meeting of the ruling Workers’ Party in Pyongyang, Kim outlined intentions to increase the stockpile of nuclear weapons and expand their delivery systems. He emphasized that North Korea aims to “strengthen its status as a nuclear state” and will focus on relevant projects in the coming years.
In addition, Kim revealed plans for the development of more powerful intercontinental ballistic missiles, as well as attack systems utilizing artificial intelligence and drones.
The North Korean leader also expressed the possibility of dialogue with Washington, stating, “If the United States abandons its confrontational policy towards North Korea, respecting our country’s current status… there is no reason we could not get along well with the U.S.” This statement comes amidst ongoing tensions regarding North Korea’s nuclear ambitions.
However, Kim has not responded to overtures from U.S. President Donald Trump, with whom he held three meetings during Trump’s first term. Kim’s comments suggest a complex stance, as he labeled South Korea as “the most hostile enemy” and ruled out any negotiations with Seoul.
President Trump has previously expressed dissatisfaction with North Korea’s nuclear policy and its leader. The ongoing expansion of North Korea’s nuclear capabilities and missile testing has been a source of frustration for the U.S. administration, contributing to heightened tensions between the two nations.
In October 2025, Trump remarked on his “warm relationship” with Kim, but noted that the U.S. would address North Korea’s actions regarding its nuclear program at some point.
Kim Jong-un has outlined plans to expand North Korea's nuclear arsenal while suggesting potential dialogue with the U.S. under specific conditions. He remains firm on South Korea being a primary adversary, complicating regional dynamics.
