First Recorded Use of FPV Drone by Russian Forces in Kharkiv

On February 25, 2023, the Ukrainian Prosecutor’s Office in Kharkiv reported the first documented instance of Russian forces employing a First-Person View (FPV) drone in the city. This incident occurred around 3:00 PM in the Kyiv district of Kharkiv, where the drone, measuring 13 inches, was used in violation of wartime laws and customs.

The drone reportedly struck a tree, marking a significant moment in the ongoing conflict. The use of FPV drones has raised concerns due to their potential for precision strikes and surveillance, which can alter the dynamics of warfare.

The Prosecutor’s Office emphasized that this was the initial occurrence of such drone usage in Kharkiv since the onset of Russia’s full-scale invasion of Ukraine. In response to the incident, a pre-trial investigation has been initiated under Article 438, Part 1 of the Ukrainian Criminal Code, which addresses war crimes.

As the conflict continues, the introduction of advanced drone technology by Russian forces may have implications for both military strategy and civilian safety in the region.

The Kharkiv Prosecutor's Office has confirmed the first recorded use of an FPV drone by Russian forces in the city, highlighting concerns over the evolving nature of warfare. A pre-trial investigation into the incident has been launched under Ukrainian law regarding war crimes.
