Ukraine Proposes Energy Task Force to Combat Russian Threats

Ukraine has proposed the establishment of a three-tiered Energy Task Force aimed at preventing a humanitarian crisis stemming from ongoing Russian attacks on its energy infrastructure. This initiative was presented by Prime Minister Denys Shmyhal during a meeting in Paris with energy ministers from the G7, the European Union, and representatives from leading global companies.

Shmyhal highlighted the recent escalation in Russian assaults, stating, “They are launching thousands of drones and missiles to destroy substations and power lines that connect our energy system.” These actions pose significant risks to Ukraine’s humanitarian situation, prompting the call for international cooperation.

The proposed Energy Task Force would consist of three management levels: political, operational, and technical. This integrated system is designed to enhance coordination and response to the ongoing threats.

The three levels of the proposed system include:

  • First Level: Coordinating Group on Ukraine’s Energy Security. This group would function similarly to a ‘Ramstein’ for energy issues, with quarterly meetings and a strategic decision-making center at the ministerial level.
  • Second Level: Operational Level. This level would focus on translating political decisions into actionable steps, finalizing agreements, and preparing project proposals, with a secretariat based in Kyiv.
  • Third Level: Technical Implementation. This would involve developing technical solutions, identifying needs, monitoring supplies, and engaging the private sector.

Shmyhal invited partners to Kyiv for an in-person meeting of the Ukraine Energy Coordination Group on April 26, a date chosen to mark the 40th anniversary of the Chernobyl disaster. He emphasized the importance of remembering the consequences of negligence at nuclear facilities and the need to prevent similar catastrophes in the present day.

It is worth noting that Ukrainian Foreign Minister Andrii Sybiha had previously announced in January that Ukraine was convening a meeting of the energy ‘Ramstein’ following numerous Russian attacks. Initially, it was expected that this meeting would occur online, with participation from Prime Minister Yulia Svyrydenko and Energy Minister Denys Shmyhal. Ukraine aims to secure additional contributions and specific commitments from partners to restore its energy infrastructure.
