Ukraine Plans Changes to Military Mobilization Strategy

Ukraine is preparing to revise its military mobilization strategy, focusing on increasing the number of contract soldiers while gradually adjusting existing procedures. These new regulations are expected to be unveiled in the coming months.

According to Venislavskyi, a key aspect of the proposed changes is the expansion of contract military service. This shift aims to reduce the reliance on mobilization, making military service more predictable for citizens.

“By maximizing citizen engagement in contract service and minimizing the number of those mobilized, we can significantly alter the focus of mobilization efforts,” he stated.

He emphasized that many individuals currently mobilized are willing to sign contracts ranging from two to five years, which would include financial incentives and clearer guarantees of social and legal protections.

However, he noted that these changes need to be coordinated with the government, particularly the Ministry of Finance, to ensure necessary funding for the proposed payments.

Venislavskyi indicated that the planned changes will be presented for public discussion soon, likely around February to March.

“I believe that in the short term, around February or March, we will bring this forward for broad discussion, communication, and parliamentary approval,” he added.

The anticipated new approach is expected to shift the emphasis from compulsory mobilization to contract service, which should help reduce conflicts and create a more predictable system.

Ukraine is set to revise its military mobilization strategy, emphasizing contract service to reduce reliance on mobilization. Proposed changes are expected to be discussed publicly by early 2024.
