Ukraine is considering a substantial increase in fines for violations of its language laws, with proposals suggesting a two- to three-fold rise. This initiative aims to enhance compliance and address growing concerns over language rights.
Oksana Ivanovska, the country’s language ombudsperson, made the announcement during a recent interview, stating that current penalties, ranging from 1,700 to 11,900 UAH, are insufficient to deter violations. She emphasized that the fines should not only serve as punitive measures but also promote awareness and compliance.
In her remarks, Ivanovska noted a significant increase in state oversight, with a 26% rise in monitoring activities in 2025 compared to the previous year. This uptick reflects a shift in public attitudes, as citizens are reportedly becoming less tolerant of language law violations. In just the first two months of 2026, authorities conducted 100 inspections.
Ivanovska pointed out that different types of offenders require varying approaches. For some, a warning may suffice, allowing them 30 days to rectify the situation. However, she stressed that habitual offenders need more stringent consequences, as the current fines do not effectively encourage adherence to the law.
“If the existing fines are not effective, we must consider increasing them. Our goal is to reach a point where compliance with the law becomes inevitable,” Ivanovska stated.
Language Requirements for Influencers
In addition to the proposed fines, Ivanovska is calling for social media influencers, particularly beauty bloggers and tarot readers, to conduct their business in Ukrainian. She argues that any page promoting services must comply with language legislation.
