Ukrainian political leader Yulia Tymoshenko announced a significant victory for small business advocates after the government decided to abandon plans to impose a Value Added Tax (VAT) on individual entrepreneurs. This decision follows widespread public opposition and mobilization efforts across the country.
Tymoshenko expressed gratitude to all who participated in the national resistance against what she termed economic terror against the middle class. She noted that achieving this outcome required extensive efforts, including gathering hundreds of thousands of signatures, passing resolutions at local councils, and organizing numerous public events nationwide.
According to Tymoshenko, the pressure exerted by the public compelled the government to reconsider its commitments in the memorandum with the International Monetary Fund (IMF) regarding tax reforms for small businesses. “Together we demonstrated that such decisions will not pass in Ukraine, and they cannot be imposed from above without accountability,” she stated.
Despite this victory, Tymoshenko emphasized that the fight for the security of the middle class continues. She advocated for the establishment of a moratorium on tax increases for entrepreneurs as a necessary measure to prevent future tax pressures. “Sooner or later, we will achieve its adoption,” she concluded.
Notably, the IMF has withdrawn its requirement for the introduction of VAT for individual entrepreneurs by 2027. During consultations in Washington, the Ukrainian delegation successfully argued against the necessity of such a move, highlighting its potential sensitivity for society and parliament.
In lieu of tax changes for small businesses, the government, in collaboration with IMF experts, will seek alternative sources of budget revenue. Currently, the Cabinet of Ministers is focused on developing measures that will ensure the state treasury’s income without imposing additional burdens on small and medium-sized enterprises.
