Former Official Appointed to Lead Unity Hubs Despite Criminal Investigation

A former deputy director of a government agency has been appointed to head a new state structure overseeing “Unity Hubs” abroad, despite facing allegations of misappropriating state funds. Lyubov Chervinska, who previously served as acting director of the Ukrainian state enterprise “Dokument,” is under investigation for alleged financial misconduct.

In June 2025, the Pechersk District Court in Kyiv suspended Chervinska from her role as head of the agency’s Poland branch due to suspicions of large-scale embezzlement under Article 191 of the Ukrainian Criminal Code. This article pertains to the misappropriation or embezzlement of property in significant amounts, particularly during wartime.

Earlier this year, the State Audit Office of Ukraine revealed serious violations within “Dokument.” An audit found that Chervinska held leadership positions simultaneously in the agency’s branches in Poland and Germany while receiving full salaries from both locations. The audit reported over 9.5 million UAH in illegal payments and inflated bonuses totaling 18 million UAH, resulting in substantial losses to the state.

“The former deputy director managed to hold her position in Kyiv while also leading two foreign branches, collecting full salaries despite the impracticality of fulfilling such roles concurrently. Even after her dismissal from her primary position in Ukraine, she continued to receive salaries from both foreign branches without a clear primary workplace. The Polish branch reportedly did not even track her working hours, leading to the total of 9.5 million UAH in losses to the state,” the audit findings stated.

In response to the audit, “Dokument” claimed that the implicated officials had been dismissed prior to the investigation and that a pre-trial investigation is ongoing.

Analysis of corporate registries in Ukraine, Poland, and Germany confirms that Chervinska was the only official simultaneously leading two foreign branches of the enterprise.

Despite the ongoing investigation, Chervinska has been appointed as the head of the “National Unity Agency,” a state company established by Ukraine’s Ministry of Social Policy on December 29, 2025, with a charter capital of 150 million UAH. This agency will manage the network of Unity Hubs aimed at supporting Ukrainians abroad.

The Ministry announced the launch of the first hub in Berlin on April 10. The Unity Hubs initiative was initiated during the tenure of former Minister Oleksiy Chernyshov and is designed to provide infrastructure for the support and unification of Ukrainians living overseas.

However, the appointment of an individual under criminal investigation raises concerns about the management of public funds allocated for this project.
