“The number of reports shows that the military was waiting for the opportunity to change the place of service without long approvals, bureaucracy and groundless refusals. Instead, the number of agreed shows that the service works effectively. Digitization continues to transform our army into the army of the future, where any service is received simply, transparently and quickly,” said Kateryna Chernogorenko, deputy minister for digitalization.
Changing the place of service through Army+ has a fairly simple algorithm. It is necessary to submit a report, attach to it a military card or an officer’s certificate, a letter of recommendation from another unit. In some cases, a VLK opinion is required, for example, if a soldier wants to transfer from a combat unit to the rear.
Then the report goes to the Personnel Center of the Armed Forces of Ukraine. If there are no grounds for refusal, an order is prepared, which is subsequently signed by either the Commander-in-Chief of the Armed Forces or the Chief of the General Staff.
“Also, what makes this service unique is that the place of service can be changed without the approval of the commander. It is needed only in certain cases and it will be received by the Personnel Center of the Armed Forces, not the military. We are doing everything to free people’s time for effective service as much as possible,” added Kateryna Chernogorenko.
In addition to being simple, the new algorithm for changing the place of service is also transparent. If the serviceman is refused, he will receive the reason why it happened. Currently, the most frequent reasons for refusals are:
— the report is submitted by military personnel who do not serve in the Armed Forces;
— lack of a conclusion of the VLK for transfer to the rear from the combat unit;
— copies of all pages of the military document with records of service are missing.
As reported by ArmiyaInform, the Ministry of Defense in 2024 ensured the supply of clothing for women defenders worth UAH 158 million.
