Ukrainian President Signs Decree for Resilience Plans in Cities

Ukrainian President Volodymyr Zelensky has enacted a decree to implement resilience plans for cities and regions across the country. The decision, made by the National Security and Defense Council (NSDC), was published on the president’s official website on March 14.

The responsibility for overseeing the execution of this decision has been assigned to the NSDC Secretary. The decree takes effect immediately upon publication.

According to the NSDC’s decision, comprehensive resilience plans must be developed by all relevant authorities within two weeks from the signing of the presidential decree. All provisions of these plans are expected to be completed before the start of the heating season.

Kyiv has a separate deadline for its resilience plan, requiring the city to present a finalized version within one week.

During an NSDC meeting on March 3, President Zelensky approved resilience plans for all regions and regional centers, excluding Kyiv. He emphasized that lessons learned from the past winter will inform future decisions regarding infrastructure protection, logistics, energy facilities, and recovery from Russian attacks.

Kyiv Mayor Vitali Klitschko noted that the city’s resilience plan, presented at the NSDC meeting, necessitates state involvement and support. Proposals for the plan were submitted on time by the Ministry of Communities and Territories Development, and energy sector experts were involved in its formulation.

Petro Panteleev, acting first deputy head of the Kyiv City State Administration, released the public portion of the city’s energy resilience plan.

On March 5, President Zelensky stated that Kyiv had not yet submitted its resilience plan for government approval ahead of the upcoming heating season, with a deadline set for March 10.

Finally, on March 10, the Kyiv City Council approved the energy resilience plan for the capital for the next heating season.
