Ukraine Implements Power Consumption Restrictions Amid Ongoing Energy Crisis

On April 9, Ukraine will enforce measures to limit electricity consumption across all regions, according to the national energy company, Ukrenergo. From 07:00 to 23:00, power restrictions will be applied to industrial consumers, while all categories of consumers will face hourly outages from 07:00 to 22:00.

The rationale for these limitations stems from the consequences of Russian missile and drone attacks on energy infrastructure. Since the onset of the full-scale invasion in February 2022, Russia has targeted Ukraine’s energy facilities, intensifying assaults on energy resources since the autumn of 2025. This sustained bombardment has created a significant gap between electricity generation capacity and consumption needs, leading to prolonged power outages.

Previously, many regions experienced scheduled blackouts; however, with the arrival of spring and an increase in solar energy generation, some restrictions were eased. President Volodymyr Zelensky stated on March 24 that Russian forces continue their operations aimed at destabilizing Ukraine’s energy system.

The Security Service of Ukraine has classified the attacks on energy infrastructure as crimes against humanity. Since the beginning of the current heating season, the agency has documented at least 256 aerial assaults by Russia targeting energy facilities and heating systems.

In early February 2026, Russian Foreign Minister Sergey Lavrov claimed that Russia had not initiated attacks on civilian infrastructure, alleging that Ukraine was the first to strike its energy facilities. In a statement on April 6, President Zelensky indicated that Ukraine would be willing to refrain from targeting Russian oil refining and export infrastructure if Russia ceased its attacks on Ukrainian energy resources. However, the Russian side has not supported a ceasefire.

Ukraine is set to impose power consumption limits due to ongoing attacks on its energy infrastructure by Russian forces. The situation has led to significant power outages and has been classified as a crime against humanity by Ukrainian authorities.
