Ukraine and Spain Sign Five Bilateral Agreements on Defense and Infrastructure

On March 18, Ukraine and Spain formalized five bilateral agreements aimed at enhancing financial cooperation, joint defense production, and railway modernization. The signing took place in the presence of Ukrainian President Volodymyr Zelensky and Spanish Prime Minister Pedro Sánchez.

President Zelensky highlighted the significance of these agreements, stating, “Today, there are new defense agreements between Ukraine and Spain, along with our private sector and companies. There is movement in economic and infrastructural interaction between us, particularly regarding railways. These are important decisions. Humanitarian and diplomatic cooperation between our countries also continues.”

The agreement on technical and financial cooperation establishes a legal framework for implementing various programs and projects in Ukraine with financial support from Spain. It outlines key forms of assistance, including the transfer of new technologies, equipment, and consultations.

A memorandum of understanding between the defense ministries of Ukraine and Spain focuses on joint production within Spanish territory. This initiative aims to develop and manufacture complex defense systems to enhance the production capacities of both nations, involving technology exchange, knowledge sharing, and defense research.

Additionally, a document signed between Ukraine’s Diplomatic Academy and Spain’s Diplomatic School will strengthen collaboration in diplomatic education. This agreement opens avenues for experience exchange, educational programs, and academic research.

A contract between Ukrainian Railways (Ukrzaliznytsia) and the Spanish engineering firm TRIA Ingeniería marks the first project under a restoration and modernization program, for which Spain allocated €200 million last November. This memorandum will facilitate the development of an innovative freight wagon bogie with an automatic gauge change system, ensuring swift delivery of Ukrainian export goods across Europe.

Furthermore, a grant agreement for non-repayable funding between Ukrzaliznytsia and Spain’s Instituto de Crédito Oficial has been approved to implement the automatic gauge change technology for freight wagons.

During his visit to Spain on March 18, President Zelensky toured a defense facility and met with Prime Minister Sánchez. Following their discussions, the two leaders held a joint press conference.

Prior to his trip to Spain, President Zelensky visited London, where he met with UK Prime Minister Keir Starmer, King Charles III, and NATO Secretary General Mark Rutte. He also delivered a speech to members of the British Parliament.

Ukraine and Spain have signed five agreements to enhance cooperation in defense and infrastructure, marking a significant step in bilateral relations. These agreements aim to boost financial, technological, and educational collaboration between the two nations.
