Recent Russian Attacks Lead to Power Outages Across Ukraine

On March 17, 2026, new power outages were reported in the Dnipropetrovsk, Odesa, Kharkiv, and Chernihiv regions of Ukraine due to ongoing Russian attacks on the country’s energy infrastructure, according to the state-owned company Ukrenergo.

The company stated that emergency restoration work is being conducted wherever safety conditions permit, emphasizing that energy workers are striving to restore power to all consumers as quickly as possible.

Ukrenergo also noted that, as a result of previous mass Russian strikes, power restrictions are anticipated for industrial sectors across all regions of Ukraine from 5:00 PM to 10:00 PM.

Since the onset of the full-scale invasion in February 2022, Russia has consistently targeted Ukraine’s energy infrastructure. The intensity of these attacks has notably increased since the autumn of 2025.

On February 25, 2026, Ukraine’s Attorney General Ruslan Kravchenko announced that he had submitted materials to the International Criminal Court regarding Russian attacks on Ukraine’s energy infrastructure from July 2025 to February 2026.

The Security Service of Ukraine (SBU) has classified these strikes as crimes against humanity. The SBU reported that since the beginning of the current heating season, it has documented at least 256 aerial attacks by Russia on energy facilities and heating systems in Ukraine.

In early February 2026, Russian Foreign Minister Sergey Lavrov claimed that Russia had not initiated attacks on civilian infrastructure, asserting that Ukraine had first targeted its energy facilities.

According to United Nations data as of January 2026, Ukraine has lost over half of its electricity generation capacity due to occupation and damage from attacks, leaving it with only 11 GW of generation capacity, significantly below the 18 GW needed during peak winter consumption.

This gap between generation capacity and consumption needs has resulted in prolonged power supply interruptions across the country.

Recent Russian military actions have led to significant power outages in various regions of Ukraine, exacerbating the ongoing energy crisis. The Ukrainian government is responding with emergency restoration efforts while documenting these attacks as potential crimes against humanity.
