As U.S. President Donald Trump threatens to reevaluate America’s commitment to NATO, European countries are actively seeking alternative security arrangements, with Ukraine already involved in one of these initiatives.
Trump’s recent comments labeling NATO a “paper tiger” have prompted European officials to openly discuss backup plans. An EU official remarked, “It is clear that NATO is already unraveling,” emphasizing the urgent need for Europe to bolster its own defense capabilities.
“We cannot wait until it completely collapses,” the official added, reflecting a growing sentiment among European leaders.
In response to these concerns, discussions have intensified around strengthening alternative security frameworks. Two notable formats are gaining traction:
- JEF – The Joint Expeditionary Force, led by the United Kingdom, serves as a rapid response group for Northern European nations. It operates even in scenarios where NATO’s Article 5 does not apply. Ukraine has already joined an enhanced partnership agreement with JEF.
- Nordefco – This initiative focuses on defense cooperation among Denmark, Finland, Iceland, Norway, and Sweden.
Finland’s Defense Minister Antti Häkkänen acknowledged the effectiveness of Article 5 but noted the necessity of having alternatives should circumstances change. He indicated that Canada might also join JEF at some point.
The European Union is also taking steps to enhance its defense posture, having allocated €150 billion in loans to member states for military purposes. Additionally, discussions are underway regarding Article 42.7 of the EU Treaty, which pertains to mutual defense obligations. A new economic security plan is expected to be unveiled this summer.
Meanwhile, NATO allies are not rushing to take Trump’s threats at face value. Despite the sharp rhetoric, many analysts consider a complete U.S. withdrawal from the alliance unlikely. However, the mere existence of such threats is already shifting dynamics within the bloc.
