Ukrainian Defense Ministry Denies Rumors of Mobilization Reform Starting April 1

The Ukrainian Ministry of Defense has dismissed rumors regarding a reform of the mobilization process set to begin on April 1. The ministry stated that any plans for changes will be announced at a later date.

Recent media reports suggested that an automatic data exchange system involving the “Oberih” registry, the Tax Service, and the Pension Fund would be implemented starting April 1. This system was said to include checks on salary levels, social contributions, and the actual staffing of enterprises.

However, the Ministry of Defense refuted these claims, emphasizing that the reform of the Territorial Recruitment Centers (TCC) is a complex issue that cannot be resolved quickly. Deputy Minister Mykyta Moisiuk remarked, “The reform of the TCC is a complicated and multi-layered issue that cannot be addressed through hasty actions. A systematic and comprehensive approach is required.”

Moisiuk further clarified that every decision undergoes an effectiveness assessment, indicating that there is no rush to implement changes. He stated, “We are moving according to schedule. Soon, we will publicly present specific steps. This will be logical, transparent, and technological. Based on the audit, we will propose solutions that will eliminate outdated problems while simultaneously strengthening the army.”

In light of discussions surrounding mobilization, RBC-Ukraine has also investigated the potential confiscation of vehicles for the Armed Forces and where this is most likely to occur. A military lawyer explained that private vehicles can only be seized if the owner possesses more than one vehicle.

Typically, vehicles belonging to enterprises, such as factories and production facilities, are more frequently subject to confiscation. Any transfer of a vehicle must be documented; otherwise, the owner can contest the seizure in court.

Additionally, the Ministry of Digital Transformation has also denied rumors regarding the issuance of summons through the “Diia” application. The ministry confirmed that electronic summons are neither being developed nor planned, following renewed speculation on social media regarding this possibility amid discussions about TCC reform.
