Ukrainian Authorities Disrupt FSB Network Planning Terror Attacks

The Security Service of Ukraine (SBU) and the National Police have uncovered a network of Russian Federal Security Service (FSB) agents allegedly involved in preparing homemade explosives for potential attacks in Kyiv and Zhytomyr.

According to investigative reports, the operation was led by a 24-year-old Ukrainian Armed Forces contractor and her 25-year-old accomplice. In December 2025, law enforcement arrested three members of the same network following a bombing incident in the Darnytsia district of Kyiv.

The female agents were reportedly recruited through social media, where they sought easy income opportunities. After their recruitment, they received funds from Russian operatives to rent an apartment in Zhytomyr, which they transformed into an underground laboratory for manufacturing explosive devices.

The suspects allegedly purchased components for the explosives from local markets and stores. Following the completion of their preparations, they waited for geolocation data to identify targets for planting the bombs.

During searches, authorities seized bomb components as well as smartphones containing evidence of their collaboration with hostile forces.

Investigators from the SBU have formally charged the detainees under Article 14, Part 1, and Article 258, Part 2 of the Ukrainian Criminal Code, concerning conspiracy to commit a terrorist act by a group.

The detained agents are currently in custody, facing potential sentences of up to 12 years in prison along with asset confiscation.

Ukrainian authorities have disrupted a network linked to Russian intelligence, which was allegedly preparing terror attacks in urban areas. Two primary suspects have been arrested, with further investigations continuing into their operations and contacts.
