Following a series of explosions in Lviv on February 22, 2023, the American Institute for the Study of War has reported a potential escalation in Russia’s campaign to undermine public trust in Ukraine’s security. This incident, which resulted in one police officer’s death and injuries to 25 others, marks a significant development in ongoing tensions between Ukraine and Russia.
The explosions occurred shortly after midnight at a store on Danilyshyna Street. Initial investigations revealed the use of improvised explosive devices. Ukrainian authorities reported that the deceased officer was identified as 23-year-old Viktoriya Shpylyka, who had served in various capacities within the police force since 2023.
In the aftermath of the attack, Ukrainian and Moldovan law enforcement agencies announced they had thwarted a Russian plot aimed at assassinating several public figures in Ukraine. The Security Service of Ukraine (SBU) indicated that such high-profile killings could be leveraged by Russia to spread panic and destabilize the socio-political landscape in the country.
In its analysis, the Institute for the Study of War noted that Russia is likely to continue its attacks and assassination attempts as part of a broader strategy to create disorder within Ukraine. The report highlighted a previous assassination attempt involving former Ukrainian Parliament Speaker Andriy Parubiy, which was also attributed to Russian operatives.
A criminal investigation has been initiated under Article 258 of the Ukrainian Criminal Code, which pertains to acts of terrorism causing severe consequences. The SBU’s regional office in Lviv is leading the inquiry, and authorities have detained a 33-year-old woman from Rivne Oblast, who has been charged with committing a terrorist act.
Ukrainian Interior Minister Ihor Klymenko stated that the attack in Lviv was likely orchestrated on behalf of Russian interests, although he did not provide specific details regarding the evidence supporting this assertion. President Volodymyr Zelensky confirmed that multiple individuals have been detained in connection with the attack and warned that Ukrainian intelligence suggests further assaults may be imminent.
The ongoing conflict between Ukraine and Russia continues to manifest in various forms, with recent events underscoring the persistent threats faced by Ukrainian society.
The recent explosions in Lviv have raised concerns about Russia's strategy to destabilize Ukraine through targeted attacks. As investigations unfold, authorities are focusing on thwarting further threats amid rising tensions.
