Ukraine Expands Security Partnerships in the Middle East

The National Security and Defense Council of Ukraine, led by Rustem Umerov, is actively working to enhance security partnerships across the Middle East. This initiative aims to deepen collaboration and establish long-term strategic agreements with regional allies.

Recent communications from the Council highlight that Ukraine has already secured strategic agreements with Saudi Arabia and Qatar. Ongoing negotiations are in place with the United Arab Emirates regarding security cooperation, alongside active discussions with Jordan and Kuwait.

“Ukraine has taken a significant step by sharing unique expertise in protecting civilian populations and critical infrastructure. This encompasses comprehensive solutions ranging from interceptors to the establishment of complete defense lines, software, and electronic warfare capabilities. Such an approach is creating a new quality of partnership,” stated the Council.

Furthermore, Ukraine is developing a “new model of cooperation” by signing long-term agreements in security and military technologies. These agreements are designed to foster joint technological development, investment, and mutual enhancement of capabilities.

The Council emphasizes that collaboration in the Gulf region is mutually beneficial. Ukraine is sharing practical experiences from modern warfare while simultaneously enhancing its own capabilities, particularly in countering ballistic threats and improving energy resilience.

“This represents a historic level of interaction for Ukraine in the region. The agreements entail the establishment of comprehensive security systems alongside partners, with clear legal frameworks and long-term commitments. Work is ongoing,” the Council noted.

In conjunction with these developments, President Volodymyr Zelensky recently concluded a tour of the Middle East. During this trip, he discussed potential security partnerships with Jordan’s King Abdullah II. On March 28, Zelensky visited Qatar, where both nations agreed on a mutually beneficial partnership in defense for at least ten years. Prior to this, Ukraine and Saudi Arabia had signed a defense cooperation agreement.

Ukraine is actively expanding its security partnerships in the Middle East, securing agreements with key regional players like Saudi Arabia and Qatar. These efforts aim to enhance military collaboration and establish long-term strategic frameworks.
