In accordance with the draft law, the Cabinet of Ministers proposes to supplement the Code of Ukraine on Administrative Offenses with Article No. 210-2 “Violation of the requirements of a special legal regime – martial law imposed in Ukraine or in some of its localities.”
In particular, a fine in the amount of 510 hryvnias to 850 hryvnias is provided for the entry (entrance) and stay of the population in settlements from which general mandatory evacuation is carried out in the absence of specially issued passes or certificates.
For a repeated violation within a year – 1,700 hryvnias to 3,400 hryvnias.
A fine from 850 hryvnias to 1,700 hryvnias is provided for violation of the curfew (prohibition of being on the streets and other public places during a certain period of the day without specially issued passes and certificates).
For repeated violation of the curfew during the year – a fine from 1,700 hryvnias to 3,400 hryvnias.
However, fines for violating the curfew will not be applied in cases of people going to or from the shelter in the event of an air alert, providing medical (pre-medical) aid or escorting injured or seriously ill people, carrying out measures to evacuate the population or save property, and in other cases, related to the threat to life or health of citizens.
In addition, the draft law will allow police authorities to carry out administrative detention of violators.

The government adopted this draft law at a meeting on December 21.
This is not the first time that Ukraine plans to strengthen responsibility for curfew violations. Thus, in January 2024, the Verkhovna Rada failed to pass a draft law on fines for curfew violations, which would range from 8,500 to 340,000 hryvnias, and sent it for a second reading.
Already in May, the Rada again failed to vote on the draft law.
