These measures are part of a long -term proceeding campaign, which seriously violates the rights of Ukrainian citizens. The occupation administration also announced further restrictions on persons without Russian documents.
In particular, it is planned to introduce restrictions on movement, which will complicate the movement between temporarily occupied territories and a terrorist country. Citizens who do not have passports of the Russian Federation will not be able to use social services, including medical care, pensions and social payments. In addition, without a hostile passport it will be impossible to get a job. This creates serious problems for the most vulnerable categories of the population, which causes a humanitarian crisis.
The ban on access to basic services and restriction of employment rights can lead to deportation or forced eviction. Such policy aims to change the demographic composition of the regions and fix the occupation by increasing the impact on locals. Forced certification is a tool that allows you to legitimize the actions of the occupying power and weaken ties with Ukraine.
According to international law, such measures are a violation of human rights.
