The government will allocate UAH 52.4 billion to support front-line communities and war-affected territories in 2025 – the Kuleba Cabinet of Ministers has included UAH 14.9 billion in reverse subsidies for front-line communities in the 2025 budget. “As part of the regional policy, we have to distribute the financial resources in such a way that the communities that suffer from shelling and are close to the contact line remain viable.” This was announced by Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine – Minister of Community Development and Territories of Ukraine, reports UNN.

At a meeting chaired by the President of Ukraine, representatives of the Government and the Verkhovna Rada discussed the key indicators of the draft State Budget for 2025.

The main focus is on supporting the communities most affected by the war. Oleksiy Kuleba noted that funds should be distributed in such a way that these communities remain capable and resistant to the challenges of war.

The key decision was to preserve the reverse subsidy for front-line territories that are close to the war zone or are in de-occupied areas. The government budgeted UAH 14.9 billion of reverse subsidy specifically to support these communities. Kuleba emphasized that this is a fair and necessary step for those who continue to provide life in the conditions of daily risks and difficult conditions of war.

In addition, the state additionally allocates UAH 37.5 billion for the restoration of infrastructure and social support of communities that have been significantly affected by the full-scale aggression of the terrorist state.

Particular attention is paid to the issue of preserving personal income tax (PIT) in local budgets – 64% of PIT will remain local. According to Kuleba, this decision will help communities maintain their economic sustainability and provide vital services for citizens.
