On Monday, September 23, in New York, the Minister of Foreign Affairs of Ukraine Andrii Sybiga took part in the G7+ ministerial meeting within the high-level segment of the UN General Assembly.

The meeting, co-chaired by US Secretary of State Anthony Blinken and Italian Foreign Minister Antonio Tajani, was attended by heads of diplomacy and representatives of the EU, Bulgaria, Great Britain, Denmark, Estonia, Canada, the Republic of Korea, Latvia, Lithuania, the Netherlands, Germany, Norway, Poland, Romania, Slovakia, France, the Czech Republic, Sweden and Japan.

The minister expressed his deep gratitude to the allies for their support to Ukraine, in particular in restoring the energy system damaged by Russian strikes.

He emphasized that on the eve of winter, Ukraine needs an urgent strengthening of three areas of energy assistance: protection, restoration and long-term sustainability.

“The President of Ukraine, Volodymyr Zelenskyi, has clearly set the task of increasing allies’ aid to Ukrainian energy. This is, first of all, strengthening the air shield to protect our energy system; urgent provision of equipment and additional sources of generation; financing and investments for long-term energy sustainability. I call on you to act urgently to help Ukrainians pass this winter,” the Foreign Minister stressed, addressing the allies.

The minister also informed those present that Ukrainian intelligence has data on Russia’s preparations for strikes on critically important nuclear energy facilities, which creates risks not only for Ukraine, but also for its partners. He called for a decisive collective reaction and a warning from Moscow to avoid such a scenario.

“First, Ukraine continues to work on strengthening the protection of these facilities. And here we count on your help. Second, we must react decisively and quickly. Officially appeal to Russia and warn it to stop. Third , expanded expert missions should be provided at all relevant facilities,” the minister noted.

The head of the Foreign Ministry emphasized that Russian attacks against the Ukrainian energy system are war crimes and Russia should be held accountable for them.

Andrii Sybiga informed his colleagues about the current state of the Ukrainian energy network and the loss of energy capacity as a result of systematic Russian attacks.

The minister noted that the goal of Ukraine is to restore the energy system in the short and long term, as well as to strengthen energy security and sustainability.

According to the head of the Foreign Ministry, the development of distributed generation is an important factor in Ukraine’s energy sustainability, so allies should focus on providing new generating capacities.

The head of the Ministry of Foreign Affairs emphasized that the best solution to prevent further damage to the Ukrainian energy system is to strengthen Ukraine’s air shield.

“We are grateful for all the support, but we urgently need more air defense systems, anti-aircraft artillery, anti-drone systems and, just as importantly, more air defense missiles. We also need more MANPADS, which have proven their effectiveness in shooting down Russian drones.” , – noted the minister.

At the end of the speech, Andrii Sybiga emphasized that Ukraine’s long-term priority is full integration into the EU energy market with a decentralized, flexible and sustainable energy system based on renewable sources.

“The development of our energy sector will also be one of the drivers of our economic recovery. We will be very grateful for your help in attracting investment in this large-scale project. On the diplomatic front, our attention to energy sustainability must be implemented within the framework of the Peace Formula. One of its points concerns energy security. We invite all of you to take an active part in all relevant efforts aimed at the implementation of the Peace Formula,” concluded the minister.

In their speeches, the Allies noted the urgency of additional support, reported on the assistance that has already been provided and on the preparation of a number of new commitments and specific packages of energy assistance.

Among the concrete contributions to Ukraine’s energy sustainability ahead of the winter announced by the Allies are additional funding, air defense systems, expansion of import capacity, new sources of generation, transformers, mobile generators and expert support.

Andrii Sybiga expressed his gratitude to the allies for their readiness to provide urgent additional support and expressed hope for the speedy implementation of the adopted decisions.

Following the results of the meeting, the G7+ joint statement on supporting Ukraine’s energy sustainability was adopted, in which the allies recorded their readiness to provide additional support to the Ukrainian energy system, promote energy protection and investments to strengthen its long-term sustainability.
