For all those who have already received a postponement of the draft, it remains valid until the end of the period for which it was granted. But there is a limit: no extension will last longer than February 28, 2025. This applies to both deferrals issued by the Ministry of Economy and those issued through the Unified State Web Portal of Electronic Services.
The document clearly describes the cases in which the postponement can be canceled, namely:
• the grace period has expired;
• the enterprise at which the conscript works no longer fulfills orders for the Armed Forces;
• the organization has lost the status of critical importance for the economy or the livelihood of the population;
• the enterprise or institution is liquidated;
• the employee is dismissed or terminates work under the employment contract.
In addition, the postponement can be canceled at the substantiated request of the head of the enterprise or in case of non-performance of humanitarian demining works by the operator.
For those enterprises recognized as critical to the economy or the Armed Forces, and in which this status ends before November 30, 2024, the government automatically extended the validity of such status until December 31, 2024.
Employers are now required to promptly notify the Pension Fund of any changes related to the employment of conscripts.
This includes:
• hiring or dismissal;
• transfer of the employee to another position;
• temporary termination or renewal of the employment contract.
These data are transmitted through the web portal of the Pension Fund using an electronic signature.
To facilitate the reservation process, the state implements data exchange between different registers in real time. In particular, it is about:
• Unified state web portal of electronic services;
• register of conscripts and conscripts;
• register of legal entities.
This should make the process of submitting documents faster and more convenient for both businesses and government agencies.
The Ministry of Digital Transformation is tasked with ensuring the technical possibility of submitting documents in electronic form, and the Ministry of Defense is tasked with organizing the exchange of data on conscripts. At the same time, all state bodies should review the criteria by which enterprises are recognized as critically important.
The previously valid resolutions of the Cabinet of Ministers No. 650 and No. 1125 have become invalid. The new rules will replace these documents and detail the booking procedure.

Most of the new rules come into force on December 1, 2024, but certain provisions, for example regarding electronic interaction, come into effect immediately after the regulation is published.
