“The government is updating the reservation criteria and the criteria for obtaining criticality,” Shmyhal said.
He noted that “as promised, by November 15 they conducted an audit” of enterprises and organizations that have the status of critical and have the right to reserve employees. “According to the results of the audit, a number of problematic points were identified that need to be eliminated,” he said and listed what will change:
- First of all, the regional and industry criticality criteria of enterprises will now be agreed with the Ministry of Defense and the Ministry of Economy.
- Secondly, for the private sector, the salary criterion and the absence of debts to the budget are now mandatory points for the reservation of employees. In particular, the accrued average salary in the enterprise and for the booked employee must be at least 2.5 times the minimum salary. This will reduce the risk of abuse where companies employ a person for a “shadow” booking arrangement.
“From December 1, all reservations will be made through Diya. Monthly monitoring of enterprises and organizations will take place to ensure that they meet all criteria,” Shmyhal emphasized.
According to him, the responsible ministries are instructed to explain in detail all aspects and logic of the updated system. “It is necessary to give comprehensive answers to all questions,” he said.
“The new procedure will be effective from December 1. For all those who already have deferrals, there will be a transition period to the new conditions until February 28.
