As of December 28, 3,658 Ukrainians were released from captivity during 48 exchanges, of which 10 exchanges took place this year alone. Andriy Yusov, representative of the Ministry of Internal Affairs and Communications, stated this in an interview with one of the Ukrainian TV channels UNN.

“3,658 Ukrainian citizens have already been returned during these 48 exchanges during the full-scale invasion, 10 of which have taken place this year. This is a work in progress. We still have many more to return. It is a difficult process. We are dealing with the enemy and the state- an aggressor that often ignores international law and the Geneva Conventions,” Andriy Yusov said.

Yusov emphasized that Ukraine continues to make maximum efforts to return all its citizens, but cooperation with international institutions, in particular the International Committee of the Red Cross, is complicated by the blocking by Russia.

Among the initiatives blocked by the enemy is the creation of mixed medical commissions, which should facilitate the return of the seriously ill and seriously injured. However, even in such conditions, Ukraine does not stop working on the release of prisoners.

“Everyone must return, both prisoners of war and illegally detained civilians,” Yusov emphasized.

More than 150 places of detention of Ukrainian prisoners of war and civilians were discovered in the Russian Federation and in the occupied territories. A mechanism is being developed at the Coordination Headquarters for the Treatment of Prisoners of War to help return these people.
