Details

In connection with the beginning of a full-scale war in Ukraine, it became necessary to keep Russian prisoners of war, the number of which is constantly increasing.

The problem was that there was no special infrastructure for this in the country, so under the conditions of time and financial constraints, the Government organized a system of keeping prisoners of war under the control of the Ministry of Justice.

In accordance with the Geneva Convention on the Treatment of Prisoners of War, Ukraine provides Russian prisoners of war with security, adequate accommodation, medical care, the right to work and other humanitarian rights. In particular, this is evidenced by the results of the compliance audit on the topic “Implementation of measures for the detention of prisoners of war”.

During almost 3 years of full-scale war, the Ministry of Justice created 4 camps for keeping prisoners of war and additionally organized their accommodation, security and medical care in more than half a hundred precincts created in penal institutions. 294.2 million hryvnias were allocated to the fulfillment of these goals.

Charitable organizations and foreign partners, in particular the International Committee of the Red Cross, provided significant support for ensuring the proper conditions of detention of prisoners.

The audit also found that the Ministry of Justice should more comprehensively address the issue of repurposing institutions into camps, including the strategy of their use in the post-war period.

In addition, the Accounting Chamber provided recommendations for strengthening control and reporting by the Ministry of Justice to ensure separate accounting of costs for the maintenance of prisoners of war and transparency of the use of these funds.

We have provided the control objects with recommendations, the implementation of which will make it possible to document Ukraine’s expenses for the maintenance of prisoners of war, which will become part of financial claims against the aggressor state in the future. Since the beginning of 2024, the Russians have shot 109 Ukrainian prisoners of war. During the previous years of the full-scale war, 177 such cases were recorded.
