Increasing competition by 20%: digital innovation in procurement of the Ministry of Defense

In order to supply the Armed Forces of Ukraine in a timely and high-quality manner, the Ministry of Defense adapts procurement processes to the new challenges that have arisen in wartime conditions. Special attention is paid to constant communication with military personnel and digitalization.

This was stated by the Director of the Procurement Policy Department of the Ministry of Defense of Ukraine, Hlib Kanevskyi, at the NATO Support and Supply Agency (NSPA) seminar, dedicated to the lessons of defense procurement development and management under martial law, in accordance with the recommendations of the Ukraine-NATO Strategic Review of Defense Procurement.

In his online presentation, Hleb Kanevskyi shared valuable conclusions reached by Ukrainian procurement specialists, and also discussed key aspects that have become important for effective supply management in wartime conditions.

“During martial law, it is extremely important to remain flexible. We have learned to adapt our procurement processes to new challenges, to quickly respond to changes in circumstances and to provide the necessary additional financial resources for the Armed Forces,” said Hleb Kanevskyi.

He emphasized that maintaining constant contact with the military allows the defense department to respond promptly to the needs of the front. ‎

“We are conducting a survey of our defenders to understand exactly what is needed on the front line and to provide it in the shortest possible time,” said the director of the Department of Procurement Policy during an online speech.

In addition, Hleb Kanevsky emphasized the importance of digitalization of procurement processes. As an example, he cited the work of the new “MoU Partner” web portal, which digitizes interaction with suppliers of rear assets of the Armed Forces.

According to him, the launch of the resource doubled the speed of processing documents from manufacturers and is expected to contribute to a 20 percent increase in competition at auctions.

“The integration of the latest digital technologies allows for the automation and simplification of procurement procedures, which ensures greater transparency and efficiency at every stage. And it also facilitates decision-making based on big data,” emphasized Hleb Kanevskyi.

He assured that the experience of organizing the support of the Armed Forces in conditions of war is unique and will become the basis for the implementation of the Ukraine-NATO Strategic Review of Defense Procurement.
