Photo: Dmytro Yurchenko / ArmiyaInform The developers of the draft law, including the Ministry of Defense, propose to create a Unified State Register of Servicemen to improve military records and provide electronic services. This is stated in the message of the Ministry of Education and Culture.
“The creation of the Unified Register is another step in the digital modernization of our military management system. When the draft law becomes law, we will receive legal tools for working with information about a serviceman and protecting such data. This will allow our military personnel to manage their careers and acquire the necessary education and skills. As a state, we will be able to provide them with administrative and social services in electronic format,” said Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization.
The draft law provides for:
- creation of a single database for servicemen of the Armed Forces of Ukraine and the State Service of Special Transport,
- introduction of a unique electronic identifier Military ID. It will provide an opportunity to exchange data between registers without using personal data of military personnel,
- formation of the legislative framework for the further development of the Army+ application and the information and communication system of the Ministry of Defense of Ukraine,
- provision of electronic services to military personnel and their families, including social benefits, guarantees and bonus programs.
The draft law provides that the register will not contain information about military service, rank or specialty. Sensitive data, developers suggest, will be stored in protected circuits of other information systems and, if necessary, can be depersonalized using Military ID instead of first and last name.
Draft Law No. 12066 on Amendments to the Law of Ukraine “On Military Duty and Military Service” was developed by a working group headed by Oleksandr Fedienko, which included representatives of the Ministry of Defense, the General Staff, the Security Service of Ukraine, as well as the public, and was registered in the Supreme Council of Ukraine.
As ArmiyaInform reported, the Ministry of Defense has developed a draft law that allows Ukrainians of draft age to register for military registration online using electronic identification.
It is planned to allow conscripts to enter the military register and specify personal data through electronic identification in the “Electronic cabinet of conscripts, conscripts and reservists” service.
