The commander of the Ground Forces of the Ukrainian Armed Forces Mykhailo Drapaty stated that during the formation and arming of the 155th mechanized brigade “Anna Kyivska” improper management and imperfect planning of training were allowed. He called the situation with the SZCH in the brigade “difficult” and indicated that it is a consequence of the low efficiency of the middle-ranking commanders. Drapatiy said that the other day he reported to the Supreme Commander-in-Chief of the Armed Forces about the situation in the 155th brigade and the decisions made by the Ground Forces Command to support the unit and solve problematic issues voiced by both the servicemen themselves and journalists.

“All the events related to the creation of the 155th brigade happened before my appointment to the KSV. However, I consider it my duty to respond to the problems of the subordinate unit and solve them systematically – at all levels that depend on me,” the commander of the Ground Forces wrote.

Drapaty reminded that the formation and arming of the new brigade “from scratch” together with a foreign country took place for the first time and in a rather short time – in just a few months. According to him, it took place during the generation of a new brigade formal treatment by responsible persons: “this is improper management and control over the entire process; and errors during staffing, and not always balanced decisions regarding the management of the personnel of the brigade; imperfect planning of training both in Ukraine and abroad; and the late reaction of the higher command to the problems that arose in the process of creation and acquisition of capabilities by a new combat unit of the Ground Forces”.

“Most of the systemic deficiencies committed by the Ground Forces Command, the General Staff of the Armed Forces of Ukraine, and the Operational Command at all stages of the formation of the 155th brigade have now been analyzed, they have been assessed, and solutions are already being implemented on individual issues,” he wrote.

Drapaty believes that these problems will exist inherent in any newly created unitif it is used in combat immediately after formation. The higher command should be aware of this and take it into account.

According to him, despite all the difficulties, the brigade has occupied the lane, performs combat tasks, holds positions, and in parallel – works on eliminating errors and improving combat capability. This happens in three directions: training and fighting spirit; software; management and control of personnel.

The new brigade commander is provided with CSR support and has a working group from the Command. Currently, the focus is on staffing with experienced officers and commanders of all ranks.

The commander believes that the number of SZZ in the brigade will decrease in proportion to the decisions that will affect the combat capability and motivation of the personnel. This is a joint task of the authorities and the Defense Forces, and all those responsible have received instructions.
