“There was a meeting with representatives of the Ministry of Defense and the General Staff, they talked about this very draft law (on demobilization – ed.). There, they pay more attention to the rotation of units that are on the front line. Therefore, the main attention is paid to rotation, the Ministry of Defense, the government, who takes part. There are discussions about demobilization, but I will say once again that it is unlikely under the current conditions of mobilization,” Kostenko said.

The Verkhovna Rada voted to summon Prime Minister Denys Shmyhal to the parliament. The reason for the call is the law on demobilization, which the Cabinet of Ministers was supposed to develop, but has not yet done so.
People’s deputy, member of the committee on national security, defense and intelligence Oleksandr Fedienko believes that it is currently impossible to make a decision on the demobilization of the military, but it is necessary to implement a rotation system.
In November 2024, Defense Minister Rustem Umyerov, commenting on the issue of drafting a draft law on rotation and demobilization, noted that they are working in this direction.
