We did not adopt anything new regarding administrative responsibility in the draft law. If the fact of an administrative offense is established and there are no circumstances that exclude bringing to administrative responsibility, such a person may be brought to administrative responsibility. The decision is made in accordance with the Code of Administrative Offenses by those bodies authorized to draw up resolutions on administrative offenses
It should be noted that today, January 9, the Verkhovna Rada adopted draft law No. 12076 on the peculiarities of military registration of conscripts.
The draft law specifies that every year from January 1 to July 31, boys whose military registration is completed in the year of military registration are registered as conscripts with relevant information entered into the Unified State Register of conscripts, conscripts and reservists by:
going through electronic identification and clarifying personal data using the electronic account of a conscript, conscript, reservist (via Reserve+);
personal arrival at the district (city) territorial center of recruitment and social support with the submission of the necessary documents.
The editorial before the first reading indicated that if men aged 17 did not register for military service in the period from January to July, they will be registered only after personal arrival at the TCC with simultaneous prosecution in accordance with the law, provided they reach 18 years old.
However, before the second reading, this norm was slightly rewritten and in the final version it reads as follows: citizens of Ukraine, who did not enter the military registration of conscripts in the period from January to July, are entered into the military registration of conscripts only after the TCC.
That is, the rule on responsibility was removed. Deputies argued for this by the fact that “the norm of the draft law actually provides for the forced delivery of men to the TCC for the purpose of putting them on the military register and at the same time bringing them to justice. Such methods have already proven their own ineffectiveness.”
