The President of Ukraine Volodymyr Zelenskyy by his decree approved the composition of the delegation of Ukraine to participate in negotiations with the USA and other international partners of Ukraine, as well as with representatives of Russia on the achievement of a just and sustainable peace.

According to Decree No. 854/2025 of November 22, the delegation will be headed by the head of the Office of the President, Andriy Yermak.

The delegation also included the Secretary of the National Security Council Rustem Umyerov, the head of the State Security Agency Kyrylo Budanov, the chief of the General Staff of the Armed Forces Andriy Hnatov, the head of the Foreign Intelligence Service Oleg Ivashchenko, the first deputy minister of foreign affairs Serhiy Kyslytsia and others.

The Secretary of the National Security Council, Rustem Umyerov, said that consultations with the United States regarding the future peace agreement will be held in Switzerland in the coming days. According to him, this is another stage of the dialogue, which has been going on for the last few days and which is designed to agree on the vision of further steps.

At the same time, US President Donald Trump said that next Thursday, November 27, is an appropriate deadline for Kyiv to agree to a US-backed peace proposal to end the war Russia is waging against Ukraine.

Before that, on November 21, the Reuters agency, citing two sources familiar with the situation, reported that the administration of Donald Trump threatened to stop the provision of intelligence data and the sale of weapons to Ukraine if Kyiv did not sign the peace agreement proposed by the United States.
RFE/RL has at its disposal a draft text of the US peace plan. The project, among other things, provides for the holding of elections in Ukraine 100 days after the signing of the agreement. It also stipulates that Ukraine must enshrine non-alignment and rejection of NATO in its Constitution (and the alliance must also declare this), and the number of the Armed Forces of Ukraine will be limited – to what extent, it is not specified. But, according to other media, it is about limiting up to 600,000 troops.

As reported by Western publications, the plan was prepared with the participation of Russian representatives, Europe and Ukraine were not involved in the development of the plan.

In the evening of November 21, President of Ukraine Volodymyr Zelenskyy delivered a 10-minute video address in which he called the current events “one of the most difficult moments in our history.”

“Now the pressure on Ukraine is one of the heaviest. Ukraine may now face a very difficult choice. Either the loss of dignity or the risk of losing a key partner. Either difficult 28 points, or an extremely difficult winter – the hardest – and further risks. Life without freedom, without dignity, without justice. And for us to believe someone who has attacked twice already,” he said.

Russia declared readiness for peace negotiations. Russian President Vladimir Putin announced that Moscow had received a 28-point US plan for Ukraine, which, according to him, “can be the basis for a final peace settlement.”
