President Volodymyr Zelenskyy is considering the possibility of dismissing Vasyl Malyuk from the position of the head of the Security Service of Ukraine and his subsequent appointment to another strategic, but less important position.
According to Ukrainian Pravda sources in the security forces, Malyuk can head the Foreign Intelligence Service (FSR) or become the secretary of the National Security and Defense Council (NSDC). These rumors appeared against the background of a large-scale personnel rotation that began on January 2, 2026 in the leadership of the security and defense sectors of the country.
Since the head of the SBU is appointed and dismissed by the Verkhovna Rada at the request of the president, the final decision will depend on the vote in the parliament, which may take place in the coming days.
Vasyl Malyuk heads the Security Service from July 2022 (at first as acting, from February 2023 – full-time). During this time, the SBU conducted a number of successful operations, including naval attacks on the Crimean Bridge and the Black Sea Fleet of the Russian Federation. However, as analysts note, the president wants a “fresh look” at the work of internal security, while at the same time wanting to keep Maluk’s experience in the SZR or NSDC system for strategic planning.
Reshuffles in the SBU are part of the president’s broader plan to strengthen coordination between law enforcement agencies. In addition to rotations in the Cabinet of Ministers, the president announced other key personnel decisions this evening. From now on, the Office of the President of Ukraine is headed by Kyrylo Budanov, who until that moment was in charge of military intelligence. Oleg Ivashchenko, former head of the Foreign Intelligence Service, has been appointed to the position of head of the Ministry of Internal Affairs and Communications. Zelensky emphasized that such changes should make Ukraine more stable in 2026 and ensure a new level of coordination between security and political institutions.
Zelensky also offered the Minister of Digital Transformation Mykhailo Fedorov the post of Minister of Defense of Ukraine.
