The President of Ukraine has signed a law on Pan-European-Mediterranean preferential rules of origin of goods. This will allow Ukraine to trade with European partners without interruption during the transition to the updated rules of the Convention, which are applied from January 1, 2025.

“President of Ukraine Volodymyr Zelensky has signed a law on ratification of Decision No. 2/2024 of the Joint Committee of the Regional Convention on the Pan-Europe-Mediterranean Preferesty Rules of Origin,” the statement said.
According to the Convention, by the end of 2025, countries can apply both old and new (updated) rules for determining the origin of goods. Thus, old certificates (issued before January 1, 2025 or 2026) remain valid if the goods are still on the road or under customs control.
Certificates that will be issued under the new rules should contain the “Revised Rules” assistance. Countries should regularly inform each other about updating their rules.
“Thus, Ukrainian exporters will retain the continuity of trade with the EU and are easier to adapt to new requirements,” the Parliament’s press service noted.
