Russia is using the narrative of Ukraine’s non-implementation of the Minsk agreements to cast doubt on Kyiv’s credibility as a party to a future peace agreement.
Volodymyr Zelenskyy stated this during a meeting with the media on December 23, 2025, UNIAN reports.
According to the president, this position of Moscow found a certain reflection in the dialogue of the American side with the Russian Federation, where a common idea was formed about Ukraine’s alleged ignoring of the obligations assumed by itself. Zelensky emphasized that Kyiv should actively protect its own interests, explaining to its partners the real reasons for the failure of those agreements.
The head of state emphasized that the Minsk agreements were programmed from the very beginning to make it impossible to implement them due to deadlocks that brought the process to a dead end. At the same time, those points that could actually be fulfilled were systematically sabotaged precisely by Russia. According to the president, the structure of the document created at that time did not allow any of the parties to move forward, but the international community continues to demand “a little more” from Ukraine than from the aggressor, appealing to the fact of signing the document.
Ukraine is now working to ensure that a new agreement to end the war is free from the critical mistakes of the past and based on clear, feasible steps. Zelensky noted that for future security, it is important to convey to the US administration and European capitals: any new document must be viable and contain real guarantees that all participants will fulfill their obligations, not just Ukraine. This is necessary so that the Russian Federation cannot again use diplomatic tools as an excuse to prepare for a new stage of aggression.
The president’s statement was made after the return of the Ukrainian delegation (Rustem Umyerov and Andriy Hnatov) from the United States, where the draft peace agreement was discussed with representatives of the Donald Trump administration. The document contains about 20 key points, including security guarantees and economic partnership. Zelenskyy confirmed that Ukraine “feels America’s desire to reach a final agreement”, but insisted that it should be realistic and fair.
Volodymyr Zelenskyy declared Ukraine’s readiness to hold presidential elections immediately after the signing of an agreement on a ceasefire or the end of the war, and a referendum to approve this agreement.
