The President of Ukraine Volodymyr Zelenskyy by his decree No. 96/2026 approved the updated structure of the state defense plan.

According to the text of the decree, the new structure is defined as information for official use, so its content is not disclosed in public access.
The decree was adopted on the basis of Article 3 of the Law of Ukraine “On the Defense of Ukraine”. According to the document, previous government acts, including Presidential Decree No. 61/2020 of March 3, 2020 “On the structure of the defense plan of Ukraine”, have become invalid.
Two documents marked “For official use” that no longer govern defense planning processes have also been canceled.
The Cabinet of Ministers of Ukraine was instructed to ensure the preparation of a new defense plan in accordance with the approved structure.
The Security Service of Ukraine, the Foreign Intelligence Service and the National Bank of Ukraine will be involved in the development of the document.
After completion of preparation, the plan must be submitted to the National Security and Defense Council.
It will be recalled that Zelensky extended the sanctions against two Ukrainian oligarchs.
