This was stated by President Volodymyr Zelenskyi during a press conference, Tsenzor.NET reports.
The head of state emphasized that Kyiv is working together with Washington to create effective security guarantees. In his opinion, the document on security and economic recovery can be signed at the same time, because these processes are closely related. “Americans want a framework agreement because it contains the main principles of ending the war,” the president emphasized.
Zelenskyy explained that the economic bloc is only being developed and has no relation to Russia — it will be a document exclusively between Ukraine and the USA. At the same time, he noted that the issue of frozen Russian assets should be agreed with Europe, because these funds should be used to restore Ukraine.
The president clarified that the frozen assets of the Russian Federation are a fair source of compensation. If the war continues, these funds will go to defense (salaries to the military and the purchase of weapons), and in the event of the end of hostilities, to reconstruction.
Zelenskyi also said that the US and Europe could participate in the creation of a special recovery fund similar to the “Marshall Plan”.
On December 10, President Volodymyr Zelenskyi announced further diplomatic steps aimed at ending the war and defining post-war solutions for Ukraine. The head of state held the first meeting with a group of American experts and officials who will work on a document on the reconstruction and economic recovery of the country.
Zelenskyy stated that Ukraine communicates daily, practically 24/7, with international partners to determine realistic steps to end the war and ensure the safe reconstruction of the country.
