“I instructed the government to prepare a solution that would ensure justice for all people who were without heating these months. People should not be charged for services that were not available. If there was no heating, there should be no bills. It is not the people themselves, but the companies that should provide the appropriate recalculation. It should work without bureaucracy,” President Volodymyr Zelenskyy said in an address to Ukrainians.

In turn, Prime Minister Yuliya Svyridenko reported that the government made a decision that guarantees the automatic recalculation of fees for communal services, if they were not provided or were provided of inadequate quality due to the consequences of enemy shelling and for other reasons.

According to her, this applies to heat and water supply, as well as removal of household waste.

“Providers of utility services are obliged to independently recalculate for the entire period of non-provision of services and reflect these amounts in payments. Consumers do not need to submit any additional applications,” Svyridenko noted.

She noted that the transfer amounts will be reflected in payments for January 2026.

“People should pay only for actually received utility services,” the Prime Minister added.

The Ministry of Community and Territorial Development and the State Production and Consumer Service are entrusted with monitoring the implementation of this decision.

Kyivteploenergo, the capital’s heat supplier, reported that in houses with meters, its residents will pay for actually consumed heat according to the readings of the meter. In houses where there are no meters, heat bills are formed on the basis of heat load, that is, the amount of heat that the house needs for a comfortable temperature in the coldest weather.

On January 29, US President Donald Trump said that he had asked dictator Vladimir Putin not to attack Kyiv and other Ukrainian cities during the week. At the same time, on January 30, the Kremlin announced that Russia had agreed not to attack Ukrainian energy companies until February 1.
