Details: As stated, about a dozen high-ranking German officers were involved in the plan. Work on it began about 2.5 years ago.

The 1,200-page document details how 800,000 German, American and other NATO troops will be moved east to the front line.

It maps the ports, rivers, railways and roads they will travel along, and how they will be supplied and protected en route.

German officials have previously said they expect Russia to be ready to attack NATO in 2029. But a series of espionage incidents, sabotage and incursions into Europe’s airspace suggest it may be preparing to attack earlier, the article said.

Analysts also believe that a possible ceasefire in Ukraine could free up time and resources for Russia to prepare for action against NATO members in Europe.

The authors of the plan believe that if they manage to strengthen the stability of Europe, they will be able not only to ensure victory, but also to reduce the probability of war.

“The goal is to prevent war by letting our enemies know that if they attack us, they will not succeed,” said a senior military officer and one of the original authors of the plan.

Some of the biggest obstacles facing Germany’s military planners are intangible: complex procurement rules and data protection laws and other regulations created in a more peaceful era.

The plan pays special attention to infrastructure. Berlin estimates that 20% of highways and more than a quarter of highway bridges are in need of repair due to chronic underfunding.

Germany’s ports in the North and Baltic seas need €15 billion worth of work, including €3 billion for dual-purpose upgrades such as strengthening berths, according to the German Seaports Federation.

Such unevenness will limit the freedom of movement of the military in the event of war. The bottlenecks in the military mobility map are among the plan’s most closely guarded secrets.

Weaknesses in peacetime legislation have also made it difficult for Germany to protect itself against sabotage, one of the biggest threats addressed in the plan.

However, the Bundeswehr is optimistic about its successes.

“Given that we started with a clean slate in early 2023, we’re very happy with where we are today. It’s a very complex product,” said the officer and co-author of the plan.

However, as recent stress tests have shown, there is still work to be done to match the plan with reality. The biggest uncertainty planners face is how much time they have.

Earlier, German Lieutenant General Alexander Zollfrank expressed the opinion that Russia is capable of carrying out a limited attack on NATO territory at any time.

Meanwhile, in Europe, according to the media, they thought about which one an active response can be given to the hybrid actions of the Russian Federation.
