One-time cash assistance under the “Winter Support” program is not taken into account when assigning a housing subsidy, because it is not included in the total income of the household.

The housing subsidy is calculated taking into account the average monthly income of the family. It includes, in particular, wages, pensions, stipends (except social benefits, which are provided to orphans, children deprived of parental care, and persons from among them), social benefits, unemployment benefits, other insurance benefits, remittances from abroad, dividends from securities, as well as income from land leases or property sales.
At the same time, in accordance with Cabinet of Ministers Resolution No. 1433 “Some issues of support for certain categories of persons for the winter period of 2025/26 “Winter support”, the amount of one-time cash assistance is not taken into account when calculating the total household income for all types of social assistance, in particular housing subsidies.
