According to Viktor Lyashko, the issue of disability status is most manipulated by those who do not want changes to take place in MSEK.

Minister of Health of Ukraine Viktor Lyashko stated this on the air of Ukrainian Radio.According to him, those who do not want changes to take place in MSEK are the most manipulated on the issue of disability status by the commissions established.
“For those who passed the MSEK and have a valid conclusion, all certificates and documents issued by the MSEK until January 1, 2025, remain valid. They will continue to be the basis for receiving all social guarantees, rights, benefits, pensions, compensations and other payments , which are provided for legislation,” the head of the Ministry of Health clarified.
At the same time, according to him, this will not apply to the categories recognized by the NSDC decision as requiring revision:
“In particular, it’s the prosecutor’s office, other law enforcement agencies, other civil servants, regarding whom we are re-evaluating the cases that happened before. This is a completely different category.”
Lyashko, explained that persons who have been permanently disabled do not need re-examinations either.
“It will be necessary to come to expert teams and evaluate the person’s functioning only if they themselves want it, or if there are certain court cases that will oblige the citizen to do so,” the minister explained.
Liquidation of MSEK in Ukraine from 2025As reported by UNIAN, the Verkhovna Rada of Ukraine supported the liquidation of MSEK from 2025. According to the approved budget, the creation of expert commissions in hospitals will be implemented starting January 1.
In November, the Cabinet of Ministers of Ukraine submitted draft law No. 12178 to the Verkhovna Rada, which provides for the reform of the MSEK. It foresees that from January 1, 2025, expert teams for the assessment of daily functioning of a person, consisting of practicing doctors, will be put into operation.
