The increase applies to teachers, lecturers and other education workers, but in some communities there have been delays or changes in the allowances. The Ministry of Education and Science explained how the salary is now calculated and what to do if the payments were calculated incorrectly.
From the beginning of 2026, Ukrainian teachers began to receive increased salaries. This decision became part of the state policy of supporting education and teachers, who remain one of the key professions for the country, especially in conditions of war and a difficult economic situation.
Salaries of teachers have increased, and along with them, the general salary level. On average, the increase is about 30%. We are talking about the basic salary, from which various additional payments, allowances and bonuses are already calculated.
However, after the start of payments in various regions, questions began to appear. Some teachers have noticed that allowances have decreased or salaries have been delayed. That is why the Ministry of Education and Science has published detailed explanations so that teachers understand exactly how the new system works.
How a teacher’s salary is formed
A teacher’s salary consists of several parts. The main one is the salary. It was he who was raised from January 1, 2026. Various allowances, supplements and bonuses are added to this salary. One of the main additional payments is an allowance for the prestige of work. It can be from 5% to 30% of the official salary. The specific amount is determined by the management of the educational institution or the local government.
The Ministry of Education emphasized that the salary increase does not automatically reduce this allowance. “Teachers’ salaries are financed from the state budget through the educational subsidy. These funds provide for an increase in official salaries without reducing the prestige allowance,” the ministry explained. However, in practice, the situation may differ depending on the specific community.
Why allowances could be reduced in some communities
The main reason is the lack of funds at the local level. If the community has many schools or has not optimized the network of educational institutions, the state subsidy may not be enough. In such cases, the local government is forced to use funds from its own budget. Sometimes this leads to a revision of the size of allowances.
The Ministry of Education admits that such a situation is possible, and urges teachers to report problems. If a teacher notices that the prestige allowance has significantly decreased after a salary increase, he has the right to seek an explanation from the school management or report the situation directly to the Ministry of Education and Culture.
Why are there delays in payments?
Another problem faced by some teachers is the delay in salary. The Ministry explained that this is related to the decision-making procedure at the local level. Funds from the state budget arrived in communities at the beginning of January, but local councils must officially approve the relevant changes. This process itself could take some time and cause delays.
At the same time, the law clearly defines the terms of salary payment. “The terms of salary payment are determined in the collective agreement, but no later than seven days after the end of the settlement period,” the ministry reminded.
How the salary of a Methodist teacher has changed
Separately, the Ministry explained how the salary is calculated for teachers who have the title of “methodist teacher”. This title gives an additional 15% salary increase. It is added to the general increase received by all teachers. As a result, the total increase can be up to 55%.
For example, if the basic salary according to the Unified tariff grid is 8,397 hryvnias, then after all increases the salary will be 13,015.35 hryvnias. It is from this amount that other additional payments are already calculated – for seniority, prestige, class management and other types of work. This means that the actual salary may be much higher.
What to do if the salary was calculated incorrectly
The Ministry of Education advises teachers to carefully check their payslips. First of all, you need to compare the salary for December 2025 and January 2026. This will help to understand exactly how the salary and allowances have changed. If the teacher noticed that the increase did not take place or some payments decreased without explanation, it is necessary to contact the school administration or the accounting department.
It is there that they can explain how the salary was calculated. If the problem is not solved, the teacher can directly contact the Ministry of Education through a special Google form. The MES emphasizes that they are ready to respond to such cases.
